With that vote, the city and Sabey will execute a Memorandum of Agreement outlining financial and neighborhood commitments as the project moves forward.

Sabey committed to a peak of 300 local construction jobs during buildout, a $50/hour wage floor for 75 new operational jobs, and projected tax contributions of about $53 million during the abatement period, including $31 million for Decatur Township Schools and $3 million for the Indianapolis Public Library. The MOA also guarantees at least $29.8 million (up to $39.8 million) in Decatur Township investments, including road work, aquatic center funding and public art.
